it's a little tough to just say "no technical solutions talks"
because there are<br>
generally enough tech oriented talks to fill a whole day's track by
themselves<br>
and those are the most popular sessions. i missed a lot of really
good<br>
tech talks last year because i needed to spend the whole 1/2 day in
the<br>
government/humanitarian sessions. good conferences make for hard
choices.<br>
