first you would need to register as a new user on <a href="http://openhistoricalmap.org">openhistoricalmap.org</a> and then use JOSM editor to authenticate to the server, like you would as a new user for OSM but changing the api to point to the OHM server.</div>
The API is open to all registered users, no special permissions are required. </div>
"osmapi" is a python script that is written for OSM in mind. Most people use JOSM or the iD editor, and do it by hand.</div>

JOSM can be used to upload / edit, just change the API hostname in the configuration panel. -rhw
