Unfortunately Walking Paper isn't working with Translatewiki or Launchpad or .po files, so they won't help here. I guess a spreadsheet is the only option then. 

To make a good localization, I guess a spreadsheet is not enough though. Ideally people would also have access to WP and see in which context something is used. However I guess internet connections aren't always available and a translation is better than no translation. Would it make sense to add screenshots to the "translation package"?
