Thanks for posting it here :)

http://wiki.openstreetmap.org/wiki/Shp-to-osm.jar

The page is getting better each day, so its should be a bit easier to follow.

The biggest thing (that's not quite listed on that wiki) is about ensuring that the data you have available follows the Import Guidelines..

http://wiki.openstreetmap.org/wiki/Import/Guidelines

The next biggest thing is that people don't start what i call "bulk_implopping", (just converting the data and uploading in 1 routeen, and not really looking at the local area that is being effected by the new found data)
So instead, what that means is that for whatever your going to be importing, you need to be in charge of that stuff, so you need to be aware of whats going on in the area so that other mappers also know that stuff will be showing up around them.

Ideally, hosting a mapping party where these .osm files are available to preview, then at the party actually start uploading it to osm. (and people can volunteer to handle sections of it).

... i think it would make the import more fun for everyone that way. (and involve more people).
So if tags need to be changed, it can be handled at the get-to-gether & re-converted on the fly.

cheers,
Sam

P.S. Yes, i know i didn't totally answer your question (on the imports@ list, this is an on-going discussion)
Hi,

I'm Chedli Ghedira, a Tunisian OpenStreetMapper.

Currently, I'm working on the administrative boundaries of Tunisia. I've
found http://www.diva-gis.org/data/adm/TUN_adm.zip (containing 1st and
2nd level admin boundaries for Tunisia)

First question : Can these informations be imported into OpenStreetMap ?

Second question : Where can I find information (or who can help me)
about creating a rules text file for Shp-to-osm.jar ?

Thank you,
Sincerly,
Chedli
