Doing it via a csv file and excel just seems wrong, it can cause massive troubles if some editor makes a little mistake.<br><br>It should be possible (with some scripting) to export an OSM file to a .pot file with the local names and .po files with known translated names. The .po files can be edited with know localisation tools (or maybe online via launchpad if the licence gives no problems). <br>
<br>When a bit is done, the po files (together with the downloaded .osm file) can be used to generate a changeset which can be uploaded.<br><br>These are just thoughts on the practical side of the translation, not on the legal side.<br>
