That's so pessimistic.<br>
How about "this <i>feature type</i> in this <i>region</i> will
never have a community".<br>

It may also be "this feature type in this region<i> already has a
community, it is just not OpenStreetMap</i>.... but maybe we could
could work together?".<br>
