Hello everyone,

I recently spent a few hours down at the city of Fargo, North Dakota GIS department talking to them about OSM. While I was there they gave me a few datasets of theirs for use in OSM to use as we please. I would like to import and/or manually merge some of the data layers I got from them into the OSM DB. Since there are several layers of data I will post a separate thread for each on the list here to keep the discussion more organised (also, I may not import some of the other ones for a while). There is only one other fairly active user in the area and they are talking about importing stuff in the neighboring city of Moorhead so there is no local objection to the idea of imports. All of the data is public domain, so the license is no problem but I plan to add source="Fargo GIS" to anything I get from them just to keep track of the data. With that said, on to the first dataset...

To start with I would like to bring in their data about stop signs. Intersection control (light vs sign) is a good thing to have for routing and their data looks pretty good for stop signs after a first initial inspection against the recent (2011) bing aerial imagery. The file I got from them is a shapefile which I imported into JOSM and then saved directly as a .osm file for easier perusal by list members. The stop sign data is recorded as nodes at the actual location of the sign on the side of the road, so a direct import would be impossible. For that reason I did not bother setting the tags in the .osm file since the data will not be "imported" directly anyway. Instead I plan to use the data as a sort of "background" layer that I will use to enter the actual sign data. For 4 way stops I will add highway=stop on the intersection node, for two ways or one way stops I will add a node to the way with the highway=stop node before the intersection.

All the data will be manually entered by me (using my AndrewBuck_Imports account) and I plan to do it in small chunks of the city so approximately a dozen or so changesets in total each with a section of the city imported (maybe 100 signs per changeset). I have uploaded the .osm file to dropbox (link below) and await further feedback from the list on how to proceed next.
