Doing mass tagging or mass renaming is quite a difficult process in<br>
OSM. I did a more modest mass tagging change last year, renaming<br>
millions of road names in the US from "Rd" to "Road", and that process<br>
took almost six months of discussion and debate before it was<br>
approved, and what was eventually approved was a far more modest<br>
proposal than I'd hoped.<br>

To do the kind of work that you're proposing in an automated way would<br>
require a lot of analysis and work generally. If you're talking about<br>
millions of roads, in a process that is very testable and highly<br>
automatable, then I suggest you continue down this road, but use the<br>
import community to test your code and process.<br>

If not, then I suggest a more modest process of using either the OSM<br>
Tasking Manager[1], or Maproulette to manage this process.<br>

[1] The official name for the tasking manager is the OSM Tasking<br>
Manager, not the HOT Tasking Manager. The HOT Tasking Manager is the<br>
instance of the OSM Tasking Manager that exists for HOT tasks (of<br>
which this would not be one).<br>
