I found a dataset on <a href="http://data.qld.gov.au">data.qld.gov.au</a> that included local roads. <a href="https://data.qld.gov.au/dataset/physical-road-network-queensland">https://data.qld.gov.au/dataset/physical-road-network-queensland</a> but this was owned by the Department of Natural Resources and Mines. There license seemed to allow use on OSM but I emailed them to confirm.
