wouldn't normally have the rights to make such a grant. Can you add
information about the terms of sale from the Ministry to Jasper?<br>

I recommend completely splitting away the rivers and roads part from
the boundaries.<br>

Quick read-through of the proposed plan<br>
<br>
- The changeset tags need to differentiate between when handling
boundaries, and should have tags to indicate it's an import<br>
- source=MAPBOX & BINGĀ is non-standard, use standard source
values and semicolon separate them. Also, indicate the source of the
import<br>
- import=yes is becoming the standard changeset tag to indicate an
import<br>
- You mention forests, but don't propose importing any<br>
- End of December 2015 is too soon to import, and wouldn't be
adequate consultation even if there were <b>no</b> issues with what
is being proposed<br>
