<p dir="ltr">Also part of the ODBL(its actually written in the license) is to make sure the dataset holder has full rights on the dataset and not just releasing a 3rd parties dataset(i.e. a city contracted external firm. External firm has the licensing rights and the city only has the rights to the dataset)</p>
