source = survey or anything else.

This won't work. It will select buildings that have been modified. A
trickier problem is detecting where data was imported in 2010 and
deleted since then.
Additionally, you should not be replacing old data with new data if the
city data has remained the same between 2010 and now.

Before the previous upload there was no building data mapped for Girona, and after the upload in 2010, the city has grown in terms of new buildings and most of them are not still on OSM. The upload I propose want to solve this issue.
