<p>The City of Ottawa are the ones who planted and maintain<span> (and own?)</span> the trees. This tag was to distinguish these from privately own trees, for example.</p>

W<span style="background-color: rgba(255, 255, 255, 0);">ould </span>"maintainer" be more precise?
