Having addr:housenumber and addr:street tags on polygons isn’t necessarily an error in OpenStreetMap, also in Italy. The existing address tags on polygons should not be removed indiscriminately, rather they should be reviewed and kept if “correct”. We do not have a better way to map the scope of validity for addresses than repeating them on the objects to where they extend.
