<p>Today I found the Conflation plugin for JOSM - I think this will achieve the above goal by providing tools to automatically merge address points with existing data in a clean way. Wiki update to come soon - I'll let this list know when I've got a revised plan.</p></div></blockquote><div>I am not sure what plugin it is part of (or if it is part of the JOSM core), but my copy of JOSM has Data->Merge Address Points which will merge address points with area buildings.
