Given that addr:lot was originally addr:ilot, I think it represents blocks as there are dozens of buildings sharing the same ID ("ilôt" means block - <a href="https://en.wikipedia.org/wiki/City_block">https://en.wikipedia.org/wiki/City_block</a>).
