I want to import multiple datasets, where each dataset is a list
of a category of POIs, for example schools, hospitals or other
public infrastructure. Each dataset is already publicly
available and already published by national or federal states of
EU countries via there open data portals, for example in
Germany.<br>
From a technical perspective, the data will be cleaned (e.g.
outdated data) and if required supplemented (e.g. missing
coordinates, meta info) or fixed/merged (e.g. displaced
coordinates or duplicates) in a review. At the end the data is
in form of a changeset xml.<br>

Licensing wise, at the moment each dataset is published with a
different license. Judging from the compatibility matrix[3],
some of them are not compatible, though for example
Wiki/Contributors[4] states that in case of e.g. using CC-BY 4.0
i's already possible with special waivers. But I think this will
easier to decide on a case-by-case basis, when I share the
sources of the original data and the prepared changeset-data.<br>

I've already read the wiki post on imports[1] and especially the
guidelines [2]. Additionally I skimmed the existing imports in
europe[4] and existing or requested permissions [5].<br>
<br>
Quesions:<br>
* Where or how do I upload/share the changesets for review with
you, before uploading it to OSM?<br>
* Suggestion: When to create multiple wiki pages? Does grouping
around the original publishing organization makes sense,
especially when discussing about the meta data tags of a
category of POIs is necessary?<br>
* Suggestion: I'll use a ref-tag when there is a designated
column in the dataset. Additionally when there is a website to
search for the ref number, then I will include (in the best
case) a restful ressource. The source and source:meta Tags are
used where appropriate.<br>
