A list of street names is a database, even if it's in plaintext form. So if 
you extract the street names from a OSM planet dump, that list has to be 
covered by the ODbL.

Now, the results of the text analysis program are different stuff. Most 
probably, they will *NOT* have to be covered by the ODbL.
