Data point: MassGIS GIS data, http://www.mass.gov/mgis/laylist.htm,
including the data used to create http://boston.freemap.in/ , is
available under an attribution license. (The quality is about 20 times
as good as TIGER, as far as scale goes.)   

Just tossing in an example of data that this might apply to.
