I suspect that such a condition is not in the spirit of open data
but nevertheless I decided to inquire about it anyway. Would such a
condition for data be acceptable for data contributions? If the
terms would be on the wiki page, would they be legally binding for

"Not in the spirit of open data", "unacceptable as a condition for contributed data", are both thoughts that I had on reading your email. <br>
<br>I don't think that this is necessarily a dead end though. A patient explanation may help, or getting others at the agency involved may help. <br><br>Don't give up. Government agencies tend to move slowly. <br>
