This is not the same as asking if this data could be used in OSM.

<p>IMHO this is probably covered by

the question is essentially if the additional information is an
"independent" database. But assuming that it is, there would be no
issue with distributing the combined dataset, users would simply
have to adhere to both licences.</p>

I know that the publisher of the dataset under dl-de/by-2-0 does NOT allow any compromises or adjustments to the license because it is bound by contracts with third parties (with the German federal states). Thus, the distribution of the above dataset is most likely illegal.
Should I contact the website and ask for a statement?
