I see the OSM Foundation at least in charge of: <br>1) Giving technological support to the project (API, Database, Servers, Wiki, Mailing Lists, etc.)<br>2) Organizing the State of The Map conference<br>3) Taking care of global issues like the License discussion<br>

</div>It's difficult for the foundation to properly control lots of assets<br>
(GPS receivers etc) in lots of jurisdictions, and even harder to<br>
recover assets that aren't returned.<br>

It's difficult for the foundation to enter into contractual<br>
arrangements from the UK in various jurisdictions, things like<br>
companies donating goods and services for use by school kids for<br>
example, and these same companies wouldn't deal with individuals.<br>
<br>
It's difficult for the foundation to get special tax status in various<br>
countries, so donations could be tax free etc.<br>
