Looking at the minutes for the last local chapters meeting on February 12 (<a href="http://bit.ly/aXxUSI">http://bit.ly/aXxUSI</a>), I have some thoughts on the organisation type and whether or not the chapter must be an independent body or can be part of a larger organisation.<br>
<br>For chapters in larger, developed countries like the United States or Spain, it will be no problem to establish a legal entity and have requisite minimum number of members. In developing countries, such as Venezuela, establishing a formal organisational structure and legal entity is often more difficult. <br>
<br>One way to make OSM chapters work in such places, is for them to align themselves and be part of an existing legal entity which encompasses values on a broader level. (e.g. free, open source content, but not specific to mapping). Or perhaps, there might be cases where an organisation can be both an OSM chapter and OSGEO chapter?<br>
