</div>I have here actually several suggestions here:<br>
1) it would be nice to have certification system for technical (and<br>
non-technical) expertise on OSM, and related/required technologies<br>
(PostgreSQL, PostGIS, Mapnik, JOSM etc)<br>
2) people with proven expertise (certification) could safely have extra<br>
permissions. E.g. highest level could have direct access to the main<br>
PostgreSQL database, lowest level could come with just 1000 edits.<br>
3) LCs could be rated by what certifications does its members have.<br>
4) LC qualification could be based not only number of members, but also<br>
based on their certifications. Small LC consisting from 5 top-level<br>
OSM-experts in Latvia could be equal to one with 25 basic contributors in<br>
Indonesia.<br>

The certification could be also additional revenue source for OSMF and for<br>
some of the most active experts.<br>
<br>
Hard requirement to have x number of x level certified experts in every LC<br>
would be possible only after certification system has proved to work well<br>
for some time; and this would take 12 month at least.<br>
