Yes you can, select all of the ways and  click create -> Relation.  I'm running SVN from about 4 weeks ago, not sure if it is in the stable 0.11.

To delete download all of the ways, select the relation (you'll get a box, green I think, surrounding the whole relation) and remove the ways from the relation by selecting in the info box and clicking the X button.
