[Merkaartor] OSX Issue - basemap layer sometimes doesn't fully load when panning

This not related to Mac, I think.

Some overloaded WMS just do not reply to requests in due time and Merkaartor
is just no bright in detecting this.

Panning will re-request and (hopefully) you'll get the updated background.
