some answers:
osmarender, one of the editors is able to generate SVG via Inkscape.
all of the cities listed above do have some pretty nice coverage. I
dont know about coverage for public tansportation.
regarding boundaries, german cities have them. I have those for
milano, but I've not uploaded them yet to OSM.
