If you've found out a user's username, then one thing I tend to do is  
look at their traces, e.g.:

http://www.openstreetmap.org/user/mcknut/traces

That shows that my most recent trace was uploaded yesterday (but was  
traced on the 1st, if you look at the date in the filename).

If you're looking for users in an area I guess you could search for  
traces by tag, and find usernames that way. It's not the best method  
but it can give you an idea at least.
