[OSM-newbies] Proper way to plot bus routes

I'm considering plotting some bus routes in the US.  I was wondering what
the preferred procedure was.  Do you make a new way and properly tag it as a
bus route or do you add bus tags to the ways that define the streets that
the bus travels along?
