You said Ping, have you tried Traceroute ? (That's available as
'tracert' on windows)
That sounds like a routing issue of some sort. It could be your ISP or
an upstream is mis-routing  based on DNS or prefix-announce errors. It
could be that the tile servers are too far in latency from Oz and you
need an antipodal caching server or rendering tile server.
