[OSM-newbies] Difficulty in "view"ing tiles

A simple test would be running a Linux live-cd (such as Ubuntu -
http://ubuntu.com). Download the iso file and record it on a blank cd
or to a pendrive according to the instructions. If the tiles load on
that live environment, you'll be 100% that the problem is on your
Windows installation. If it does not work, then there's some blocking
outside of your computer, such as on router or ISP.
