[OSM-newbies] Editing Changeset XML

My experience is that for the first upload the comment box is empty; for subsequent uploads in the same session the comment box is filled with the comment from the previous upload.

Sorry, but am I missing something here? Whenever I upload from JOSM the comment is always empty.
