if you see a world map on a tile then you're able to resolve those pages an=
d
something else is going on, if you're not able to resolve it I might try
changing your DNS servers to OpenDNS (http://opendns.org)

I just fired up a windows virtual machine and I'm able to ping each of thos=
e
images above from the command line and the IP address is 208.67.216.132
(which may be due to me using opendns)

tracert will tell you if the tile servers are being redirected onto yoursel=
f
127.0.0.1

You may have also inadvertently blocked the tile cache with a firewall or
internet suite so I would check that if you have it. And you can also try
checking your hosts file in %SystemRoot%\system32\drivers\etc\ it's the fil=
e
labeled "hosts" and you'll want to open it up with a text editor (notepad++
or Sciedit etc) and see if they're listed in there (if they are delete
them).

Good luck!
