The basic premise and philosophy behind the OSM project is that you
can do almost whatever you want, but you'll have a hard time forcing
anyone to use what you make.
You can feel free to create as many icons and design elements that you
like, but don't expect that your creations are going to be used.
Create the icons, put them out there for people to see, and if they
like them, you'll see you icons show up in different products.
Also remember that there are a number of different products out there
that create map tiles. To have your icons show up on the main OSM
page, the people that run the Mapnik servers would have to adopt your
icon set, and then all the tiles would need to be rerendered. Same
goes for the alternate Osmarender tiles server. Then you've also got
the CycleMap renderer... There are others as well.
So, saying that you want to create an icon set that will be used on
the OpenStreetMap is a pretty tough task. Create your icons, and put
them out there as an option. You'll have fun making them, and the OSM
community will have another optional icon set. Having options is a
