You might like to have a look at Maperitive, playing with the rules you can deride what is rendered and what isn't.  It appears to be able to zoom to level 19 or lower levels and by playing with the rules you can control what is displayed at which zoom level.<br>

Just thought I'd ask here if anyone happens to know.  If it's too specific I can find a Merkaartor list and ask there.  <div><br></div><div>Does anyone know if rendering can output a higher resolution than what's showing on the screen?  If I zoom in to where details show and render they show up, if I zoom out to get a larger area then the render only shows those details.  I'd like to zoom the screen to a larger area and get a nice SVG of the whole area but at zoomlevel 14 or 15.  Is that doable?</div>
