But honestly, it's something that really needs to be clearly conveyed.
Developers are building truly useful and meaningful apps that make OSM
*the* basemap to broadly use in a variety of applications. They need
clearly conveyed expectations as well as steps to address it. Mobile
devs aren't Geo people, or possibly even Server people, so their
ability to understand the implications will probably be low. This
shouldn't preclude them from using OSM, but inform them about
implications and appropriate paths. <br>

I understand why "only X tiles" doesn't work, but it really should be
as clear a statement as possible along that line. The generalization
"don't do anything which causes service to degrade and us to come
looking for the cause" is obviously difficult to predict. <br>
