Additionally, since there is also an annual audit the responsible person<br>
would be allowed to report to the membership that something like that<br>
has occurred if the board refuses to do it themselves. So I think basic<br>
controls and balances for this topic are already in place.<br>

But a certain percentage of the budget to force a donation into the open<br>
as mentioned could also be reasonable.<br>
