Almost all the chapters require approval of new members by the Board - on paper, all of them can be just a cabal of early adopters. The only thing this adds is that a regular member also needs to be behind a new application. In practice, just like any local organization, they actively try to convince people to join them. We did get context from Geolibres themselves, and I also had a long phone call with one of the founding members of OpenStreetMap in Argentina. The local community seems to be quite enthusiastic about the application (<a href="https://lists.openstreetmap.org/pipermail/talk-ar/2020-May/thread.html">https://lists.openstreetmap.org/pipermail/talk-ar/2020-May/thread.html</a> ; with some off-list endorsements as well; and some comments on their Telegram channel). <br></div><div><br></div><div>I'm consulting with Geolibres now to look over the options, but at first glance I do like the addition to the LCA suggested by Frederik. <p>You must be reading a different document than I am. The major
problem with the application is that their AoAs don't allow for
this, instead it uses a HoT like model with some window dressing.<br>
</p>
<p>I'm actually surprised that the LCCWG allowed the application to
move forward to this stage without having the obvious issue
addressed.<br>
