On the first approach, systems
enhancement, the feedback I would like to give is that I note and
applaud that the Board has supported these three systems
enhancement projects and I hope they see fit to support them with
long term and larger grants. I am especially enthusiastic about
intent of the proposals to reduce technical debt and improve
documentation.

I am however concerned that systems
enhancement appears to be ad-hoc. To ensure that the
enhancement of systems is done properly, while agreeing up-front
that there are many ways to define 'properly', I support the
resurrection of the Engineering Work Group. Once the group is
running I hope they will start by thoughtfully defining their
purpose and approach.
