<p>I support the request to form an Oceania LC.</p>
<p>I also support Frederik's proposal for resolving the concerns
that people are raising with just one new contractual condition.

Could we perhaps accept "supranational" local chapters with a
contractual extra that goes like:
"Should the community of an individual country (or smaller group of
countries) within the <b>[supranational]</b> area claimed by $LOCAL_CHAPTER want to form their
own local chapter in the future, the OSMF and $LOCAL CHAPTER commit to
modifying this agreement to make room for the new XregionalX [<b>local</b>] chapter."

<p>I do believe that regions with low development, poor internet and
low OSM activity should be able to form supranational LCs with a
view to collecting a critical mass for effective organisation, but
subject to a provision similar to the one Frederick proposes for
breaking up the supranational LC when conditions in the area
improve.</p>
<p>I don't support suggestions that LCs should be culturally
homogenous. My country has a heap of official languages and
contains multiple and diverse cultures, but we are used to it and
we get stuff done. <br>
