I think you've hit the nail on the head about what we mean when we say "organized editing". Whenever an editor is responsible to some other person who is coordinating their activities, and that coordinator is instructing or directing other mappers, that's organized editing. Mappers which independently choose to collaborate on some type of mapping project is not "organized editing" in the OSM context, even when there are centralized wiki pages where mappers individually and independently collaborate on a project. For example, there are currently dozens of mappers in the US collaborating on revising the guidelines for highway classifications, and making changes to the map in a coordinated way. However, we would certainly not classify those activities as "organized editing", no matter how well-organized the effort is, and regardless of the role of the thought leaders involved.

However, if Mateusz Konieczny is instructing his family and friends on what to map, and they answer only to him, it would be imperative that the community be aware that Mateusz is directing their activities, and that their profiles indicate that they can contact Mateusz as the leader of that effort. If Mateusz is encouraging his family and friends to become OSM editors, and suggesting things that could be mapped, but isn't telling them what to do, then of course that is fine and not a violation of the community expectation.

On Wed, Dec 29, 2021 at 2:29 PM <osm.sanspourriel@spamgourmet.com> wrote:

Mateusz, my understanding is that you're about to make a
coordinate edition of the wiki with those people.

So you need to create an OEG page about the coordinated creation
for this OEG page, but please do it alone otherwise you'll need to
create an OEG page about the coordinated creation of this OEG
page, and so on ;-).

Yes the description is a bit too large.

Nevertheless it makes sense to document coordinate activities in
the wiki.

That way we are aware of this editor and how to reach the team if
needed.

Yes, I think it is a good idea to document this group effort in
the wiki.
With all the good intentions, setting up a lever to gain
contributions is still a lever, and things can always go sideways.
Documenting is the best way to move in the open.
