<p><a href="https://github.com/Zverik" class="user-mention">@Zverik</a> - re: "Map Data" and "Map Notes" - not really that different in this case, I think. Adding a note is certainly user-facing, and that's what the little always-visible speech bubble icon is for (though I admit the icon's meaning isn't too clear to me). But reading existing notes is more of a mapper-facing activity: the only reason to read notes is to fix them.</p>
