<p>Thanks for the suggestions everybody. I've made a number of copy changes:</p>

<li>Don't mention creating a profile page</li>
<li>Don't explicitly instruct users to ask questions</li>
<li>Cut editor list</li>
<li>Refine note instructions</li>
</ul><p>I also added a prominent "Start Mapping" button. Editing position is determined in one of two ways: lat/lon query<br>
parameters (with helpful text from a nominatim reverse geocode), or HTML5 geolocation. If neither is available, the button is hidden.</p>
<p>I would like to continue to search for a consensus on which companies and organizations to mention in the graphic, because I think concrete examples communicate the distributed nature of OSM with more clarity than saying something generic like "newspaper or social media websites" -- obviously not all of which actually use OSM.</p>
<p>For the text, we could adopt an approach where third-party sites that are known to direct users to the welcome page are mentioned explicitly. For example, if Craigslist added an "Edit on OSM" link, the Rails port could detect when the referrer is *.craigslist.org and use text like: "Here to fix a problem in a Craigslist map? You're in the right place."</p>
<p>Regarding language-specific customization, it seems to me that the same level of flexibility is available in the welcome page translations as was available in the welcome email. The German translation, for example, can link to openstreetmap.de in the "You're Signed Up" or "Any Questions?" sections.</p>
<p>Regarding changesets versus relations, I think this is debatable. New users are likely to create their first changeset without explicitly editing relations, and changesets are featured prominently in the "History" tab on osm.org, so I would argue that it is indeed a more important concept for beginners than relations.</p>
