<p>I suspect this is the same as <a href="https://github.com/openstreetmap/openstreetmap-website/issues/348" class="issue-link" title="New notes were not created after using the Short link">#348</a> which I've just pushed a fix for - try it again in half an hour and see if it is any better.</p>
