<p>I think the answer is that rails doesn't actually set <code>Content-Length</code> at all and what we are seeing is what apache/passenger/webrick are then inventing based on the size of the data.</p>

<p>Of course for a <code>HEAD</code> rails has already discarded the body, hence no length (or a zero length).</p>
