<p>Before the hash changes if you had your editor set to RemoteControl (JOSM) and clicked edit then hit reload, I believe you had hte page reload but didn'thave another RemoteControl request issued.</p>

<p>Now if you click edit it takes you to a URL like <a href="http://www.openstreetmap.org/edit#map=18/49.14010/-123.08919">http://www.openstreetmap.org/edit#map=18/49.14010/-123.08919</a> and if you hit reload it  resends the RemoteControl request, which is repeating the action, not reloading the page.</p>

<p>Surprisingly, scrolling around does not fix this. The URL remains an edit URL.</p>

<p>The edit tab shouldn't be active with no editor open in browse.</p>
