<p><a href="https://github.com/aaronlidman" class="user-mention">@aaronlidman</a> and I have been convinced that the best compromise is to never pan or zoom when clicking a note or feature in the data layer, but continue to center those features when loading a link to a feature or note browse page. He's working on a pull request that will supersede this and address <a href="https://github.com/openstreetmap/openstreetmap-website/issues/629" class="issue-link" title="When the data layer is turned on and an item is clicked on, the map recentres, losing the context.">#629</a> and <a href="https://github.com/openstreetmap/openstreetmap-website/issues/643" class="issue-link" title="Don't zoom in when clicking on a note.">#643</a>.</p>
