</ol><p>The map does not change, but the URL does (e.g. to <a href="http://www.openstreetmap.org/changeset/19371196">http://www.openstreetmap.org/changeset/19371196</a>). Without the map zooming you have no idea where the changeset is if it's too small to see on-screen.</p>

<p>If between 1 and 2 you pan the map so the changeset you're viewing is off-screen you get different behaviour. Also if you directly go to the changeset URL you get it zooming in on the changeset.</p>
