<p>Perhaps a second domain for the site, <code>http://insecure.openstreetmap.org/</code> which doesn't do the redirect, and have the primary site do the redirect. Then you have the default is HTTPS, but users can choose to use the HTTP only version of the site. You can even track how many hits the http domain gets to see how many, if any, people are choosing to use HTTP over HTTPS.</p>
