<p>As FOSSGIS e.V. is now an official local chapter and FOSSGIS conference is the German OpenStreetMap community's conference, there should be a banner to advertise it on osm.org.</p>
<p>At the same time I cleaned up the banner config file a bit as it contained three conferences from last year.</p>
